Project Manager/Public Financial Management Specialist

Cowater is seeking a permanent, full-time Project Manager/Public Financial Management specialist for our Ottawa headquarters.  The successful applicant will report to the VP, Public Financial Management and Accountability Group, and will be expected to undertake periodic short-term missions to project sites.  The individual is required as soon as possible, and will have the following attributes:

Education:

  • graduate degree in: public administration, business administration, economics, finance, or accounting (or professional qualification).

Experience:

  • at least 12 years of consulting experience working on projects in developing or transitional economies in at least three of the following technical fields:
    • public financial management;
    • budgeting and budget reform;
    • fiscal decentralization;
    • intergovernmental finance;
    • public sector reform;
    • public expenditure management frameworks;
    • public debt management;
    • public sector performance measurement; and
    • revenue management.
  • experience designing and delivering training courses in one or more of the above-noted technical fields
    proven project management experience as a Team Leader or Deputy Team Leader on relevant consulting assignments

Other:

  • excellent writing skills (reports, manuals);
  • strong interpersonal communications;
  • English essential; and
  • experience with Results Based Management an asset.

Duties and Responsibilities:

1.  Manage projects on behalf of Cowater in the public financial management sub-sector.  Project management functions include, but are not limited to:

  • being primarily responsible for ensuring successful implementation on time, on quality, and within budgets;
  • supervising and coordinating the inputs and efforts of other team members;
  • approving and managing project expenditures;
  • preparing reports to clients and for team use;
  • liaising with agency and recipient government clients on all aspects of projects;
  • preparing budgets and schedules to manage projects;
  • ensuring quality control over the technical inputs and deliverables;
  • managing client relations;
  • approving invoices to the client and managing the project’s cash flow; and
  • supervising Cowater administrative staff and other professionals on project work.

2.  Undertake assignments as a technical sector expert in public financial management, either on smaller consultancies or on components of larger projects managed by others within Cowater.

3.  Help to win new projects for Cowater, especially in the public financial management sub-sector of the Public Financial Management and Accountability Group.  Functions include:

  • identifying prospective projects through use of published materials by agencies, direct contact with agency personnel and developing country personnel (working closely with Cowater's marketing personnel);
  • preparing expressions of interest for prospective projects;
  • preparing proposals for projects, which will include assembling teams of personnel to be nominated using Cowater staff, associates and joint venture partner firms, preparing methodology, etc. and;
  • assisting other Groups with their marketing activities when requested.
