Project Manager / Public Sector Audit Expert

Cowater’s Public Financial Management and Accountability Group has an immediate opening for full-time head office employment in Ottawa, Canada for a Project Manager / Public Sector Audit Expert with strong project management credentials and at least ten years of experience working on public sector auditing consulting assignments in less-developed countries.

Individuals applying for this head office position should demonstrate the following qualifications and experience:

  • Professional accounting designation (mandatory);
  • Minimum of 10 years experience in public sector auditing;
  • Experienced project manager with a demonstrated ability to lead and manage teams;
  • At least 5 years experience in leading and managing consultancy assignments;
  • Experience working on projects in less developed countries or countries in transition;
  • Experience with audit software and IT auditing; and
  •  Excellent writing skills (reports and manuals).

Examples of the duties sometimes required on consultancies in this field may include:

  • Review audit methodologies and manuals in a counterpart foreign government Supreme Audit Institution and work with counterparts to modify and improve said manuals;
  • Perform (or review) a skills gap analysis;
  • Recommend organizational changes and legal / governance structures required for a modern and independent audit function;
  • Provide an action plan for the adoption of international standards;
  • Develop audit procedures and manuals;
  • Develop training plans and deliver training in modern auditing techniques, including coaching counterparts through pilot audits;
  • Develop quality assurance mechanisms; and
  • Provide training on the use of audit software.
