Water Sector Governance and Policy Development

Cowater's Water, Sanitation and Environment group works with multi-lateral and bilateral institutions and developing country governments to improve water sector governance systems and practices. Poor sector governance - characterized by weak linkages between planning and budgeting; non-transparent procurement practices and unclear lines of accountability; limited institutional coordination; weak monitoring and evaluation systems; unclear legislative and policy frameworks; and limited sector regulation, among other elements - impedes effective service delivery and the sustainable management of water resources. Cowater therefore leverages its expertise in institutional reform and capacity building, policy development, water supply and sanitation service delivery, water resources management, and monitoring and evaluation to improve water sector governance at both the national and regional levels.
